The BIA is made up of present and former USAF personnel who were stationed in Berlin, Germany as part of the USAF Security Service, Electronic Systems Command or Intelligence Command and other units related to the Command's missions.

Initial Dues, voluntary donations and memento sales help defray the costs of managing the Association, provide funding for internal recognition programs and fund donations by the Association to the Freedom Through Vigilance Association for use in Command personnel recognition efforts. Also receiving funding from the Association have been the Air Force Aid Society in support of the effects of Hurricane Katrina at Keesler AFB and the National Air Force Memorial upon its construction.
